Primary evidence carries more weight.

Regulatory, trial, research, coverage-policy, and direct organizational sources are weighted differently from secondary reporting.

One event does not make a trend.

CPI looks for independent organizations, multiple source classes, recency, and repeat evidence before confidence rises.

Coverage is not certainty.

Public-source gaps, reporting lags, and ambiguous entity matching remain visible limitations. Medicare coverage-policy activity is also kept distinct from FDA authorization, clinical effectiveness, and guaranteed payment.
